Dr. Cesar Maldonado has been a member of the HCISD Board of Trustees since 2003. He is a Master School Board Trustee and currently serves as a member of the Texas Business and Education Collation. As President of Texas State Technical College, Dr. Maldonado brings a strong awareness of college and workforce readiness to the HCISD Board. In his role as HCISD Trustee and TSTC President he is active in working with the state legislature on education initiatives regarding school finance and education in science and engineering. He served two terms on the Texas Emerging Technology Fund, where he worked to advance collaboration between universities and business in state-wide economic development.
In addition, Dr. Maldonado has served as Chairman of the Harlingen Utility Board, the Harlingen Civil Service Commission, the Harlingen Economic Development Corporation and the Cameron County Workforce Development Board. He has also served as a director of Valley International Airport, Harlingen Industrial Foundation, and the Harlingen Area Education Foundation. His business experience encompasses strategic planning, project management, infrastructure design, industrial systems and software design. Dr. Maldonado, a graduate of Harlingen High School, holds Bachelor and Masters of Science degrees in Chemical Engineering from Texas A&M University, and a Doctorate in Systems and Engineering Management from Texas Tech University. Dr. Maldonado and his wife of 35 years, Liz, enjoy their children, Kristin, Marcus, and Laura and Jason Rocha, and grandchildren, Julianne and William.
